For decades, Israel and Iran have fought a shadow war across the Middle East, trading attacks by land, sea, air and in cyberspace. Iran has largely used foreign proxies to strike Israeli interests, while targeted assassinations of Iranian military leaders and nuclear scientists have been a key part of Israel’s strategy. Israel’s strike in the Syrian capital, Damascus, that killed three top Iranian commanders on Monday was the most brazen attack in years, raising fears of a wider confrontation. That would be particularly dangerous in a region already in turmoil on multiple fronts, including Israel’s war in Gaza, cross-border skirmishes between Israel and the Lebanese militant group Hezbollah and attacks by Yemen’s Houthi militia against Western interests in the Red Sea. CNN —Iran has reduced its stockpile of near weapons-grade uranium in the months since October 2023, according to a confidential report from the International Atomic Weapons Agency (IAEA) viewed by CNN on Tuesday. In October, Iran possessed 128.3 kilograms (282.9 pounds) of uranium enriched to approximately 60%, the highest level documented by the IAEA. By February, the stockpile had been reduced to 121.5 kilograms, according to the report. Iran reduced the quantity of near weapons-grade uranium by mixing 31.8 kilograms of the stockpile with uranium enriched to a much lower level, around 2%, according to the report. However, while Iran had reduced its stockpile of near weapons-grade uranium, the report also noted a steady increase in stocks of uranium enriched to 20%.

Iran, and particularly its hostile relationship with the US, is firmly at the center. UNITED NATIONS (AP) — Russia and China on Wednesday accused the United States and Britain of illegally attacking military sites used by Yemen’s Houthi rebels to launch missiles at commercial vessels in the Red Sea, disrupting global shipping. U.S. deputy ambassador Robert Wood and UK Ambassador Barbara Woodward countered that the Houthi attacks are illegal, and their “proportionate and legal action” against the Yemen rebels are being taken in self-defense. “An immediate cease-fire in Gaza will help to stabilize the situation in the Red Sea, and the de-escalation in those waters will in turn unblock the efforts of the special envoy, Mr. Grundberg,” Polyansky said. The war has devastated Yemen, already the Arab region’s poorest country, and created one of the world’s worst humanitarian disasters. BEIRUT (AP) — The U.S. military has launched strikes on dozens of sites manned by Iran-backed fighters in western Iraq and eastern Syria in retaliation for a drone strike in Jordan in late January that killed three U.S. service members and wounded dozens. A deadly strike on the desert outpost known as Tower 22 in Jordan near the Syrian border further increased tensions. The Euphrates River cuts through Syria into Iraq, with U.S. troops and American-backed Kurdish-led fighters on the east bank and Iran-backed fighters and Syrian government forces to the west. LONDON (AP) — Oil giant Shell saw profits tumble by nearly a third in 2023 as a result of lower oil and natural gas prices, which had surged the year before in the wake of Russia's invasion of Ukraine. In a statement Thursday, London-based Shell said its post-tax earnings fell 29%, to $28.3 billion from the previous year's all-time high of $40 billion. The main reason behind the decline was the fall in energy prices, with oil trading at an average of $82 a barrel against $100 the year before. Last year, Shell effectively abandoned one of its green pledges, which was to cut oil production by 1% to 2% each year until the end of the decade, saying it had already met the goal. Shell and the wider oil and gas sector also are under pressure to pay more in taxes on windfall profits as households have struggled during a cost-of-living crisis driven by higher energy costs.

The Red Sea is a vital waterway that connects to the Suez Canal, through which 10% to 15% of world trade passes. CNN —An oil tanker in the Gulf of Aden is on fire after a missile attack by Yemen’s Houthi militants, in the latest incident linked to the Iran-backed group in the key shipping route. US Central Command said the ship had issued a distress call and reported damage after militants fired an anti-ship ballistic missile from a Houthi-controlled area of Yemen. The USS Carney, a guided missile destroyer, and other coalition ships responded “and are rendering assistance,” Central Command said. Earlier in the day, the USS Carney had shot down a Houthi anti-ship ballistic missile that targeted the US warship, according to US Central Command. Houthi forces stormed the capital Sanaa in 2014, and toppled the internationally recognized and Saudi-backed government, triggering a civil war.

UNITED NATIONS (AP) — The U.N. trade body sounded an alarm Thursday that global trade is being disrupted by attacks in the Red Sea, the war in Ukraine, and low water levels in the Panama Canal. Since November, the Iranian-backed Houthis have launched at least 34 attacks on shipping through the waterways leading to the Suez Canal. Total transits through the Panama Canal in December were 36% lower than a year ago, and 62% lower than two years ago, Hoffmann said. Hoffmann said ships transporting liquified natural gas have stopped transiting the Suez Canal altogether because of fears of an attack. “Here you see the global impact of the crisis, as ships are seeking alternative routes, avoiding the Suez and the Panama Canal,” Hoffmann said.

The US, having been trying to pivot away from the Middle East for years, finds itself drawn back into the region. Wael Sawan, Shell’s chief executive, says in an interview with WSJ’s Jenny Strasburg at Davos that the company’s decision today to suspend shipping in the Red Sea is affecting costs. British oil major Shell suspended all shipments through the Red Sea after U.S. and U.K. strikes on Yemen’s Houthi rebels triggered fears of further escalation, according to people familiar with the decision. The West’s targeting of the Iranian-ally militia came after the Houthis launched dozens of missiles and drones at commercial vessels around the Red Sea and the nearby Bab el-Mandeb. The militia has said the attacks are in response to an Israeli offensive in the Gaza Strip.

The move comes as the Houthis have launched dozens of attacks on commercial vessels in the Red Sea. In its waning days, the Trump administration designated the Houthis a foreign terrorist organization over the strong objections of human rights and humanitarian aid groups. Yemen, on the tip of the Arabian Peninsula bordering the Red Sea, is the poorest country in the Arab world. While supporters of broad sanctions argue it’s possible to shape any enforcement mechanisms so to exempt food and humanitarian aid, aid organizations worry that fears of running afoul of U.S. regulation could scare away shippers, banks and other players vital to Yemen’s commercial food supply. The Red Sea attacks have already caused significant disruptions to global trade.

The Biden administration plans to designate Yemen’s Houthi militia as a terrorist organization, partly reimposing penalties it lifted nearly three years ago on an Iran-backed group whose attacks on Red Sea shipping traffic have drawn a U.S. military response. Beginning in mid-February, the United States will consider the Houthis a “specially designated global terrorist” group, according to a U.S. official, blocking its access to the global financial system, among other penalties. The official spoke on the condition of anonymity to discuss a policy that had not yet been officially announced. But Biden officials stopped short of applying a second, more severe designation — that of “foreign terrorist organization” — which the Trump administration imposed on the Houthis in its final days. The State Department revoked both designations shortly after President Biden took office in early 2021.

The SEALs found cruise and ballistic missile components, including propulsion and guidance devices, as well as warheads, Central Command said. Iran has an anti-ship missile called the Ghadir. The U.S. Navy ultimately sank the ship carrying the weapons after deeming it unsafe, Central Command said. However, Iran's Supreme Leader Ayatollah Ali Khamenei praised the Houthis' attacks.
